Bush declined to answer questions Monday concerning his alleged involvement in a 1984 Brownsville, TX, mass murder, in which 17 people were ritualistically murdered and skinned. ‘I will not stoop to discussing that,’ said Bush during a campaign stop at a Bay Area software-packaging plant. ‘We’ve got people across this country without health care, a broken educational system, taxes that are way too high, and all you want to talk about is something THAT MAY OR MAY NOT HAVE HAPPENED 16 years ago? I’m sorry, but I find that offensive.’ ” (Emphasis added). Bush, the son of a billioniare, was strangely living in the most impoverished place in America, Brownsville. Bush was living nearby to and also inside the headquarters of a Satanic Cult of which he was a member. As Texas Governor, the only person Bush pardons from the death sentence was the mass murderer who very likely killed more than any other serial killer in U.S. history. Henry liked to take little kids along and force them to watch and participate in the very ritualized killings and cannibalism, likely a programming device. “One of those convicted of the satantic cult mass murders in the Brownsville/Matamoros region and elsewhere was a fellow named Henry Lee Lucas. The satanic cult mass-murders revolved around in the Brownsville/ Matamoros area. On June 30th of 1998, Henry Lee Lucas, arguably the most prolific and certainly one of the most sadistic serial killers in the annals of crime was scheduled for execution by the state of Texas. Given the advocacy of the death penalty by Governor George W. Bush, things clearly weren’t looking good for Henry at that time.

Bush had not granted clemency to any condemned man in his tenure as governor. In fact, no governor of any state in the entire history of the country has carried out more judicial executions than has Governor George. At last count, the state of Texas had dispatched 130 inmates on Bush’s watch.

So Texas was definitely not the place to be for a man in Henry’s position. And considering the nature of Henry’s crimes, it seemed a certainty that nothing would stand in the way of Henry’s scheduled execution. There weren’t likely to be any high-profile supporters, a la Karla Faye Tucker (though even personal appeals to Bush from the likes of Pat Robertson failed to dissuade the governor from proceeding on schedule with Miss Tucker’s execution). Not likely because Henry’s crimes were of a particularly brutal nature, involving rape, torture, mutilation, dismemberment, necrophilia, cannibalism, and pedophilia, with the number of victims running as high as 300-600 by some accounts – including Henry’s own, at times – though this figure is likely inflated.

By all accounts though, Lucas, frequently working with partner Ottis Toole – a self described arsonist and cannibal – savagely murdered literally scores of victims of all ages, races, and genders. All indications were then that this was pretty much of a no-brainer for America’s premier hanging governor. But then a most remarkable thing happened. On June 18, just twelve days before Henry’s scheduled demise, Governor Bush asked the State Board of Pardons and Paroles, whose members are appointed by Bush himself, to review Henry’s case. Strangely enough, eight days later the Board uncharacteristically recommended that Henry’s execution not take place.

The very next day, just three days short of Henry’s scheduled exit from this world, Lucas became the first – and to date only – recipient of Governor Bush’s compassionate conservatism. The official rationale for this act of mercy was, apparently, that the evidence on which Lucas was sentenced did not support his conviction. There was a possibility that Henry was in fact innocent of the crime for which he was convicted. Never mind that many of the 130 death row inmates who did not get special gubernatorial attention prior to their executions had credible claims of innocence that were met with by nothing but scorn and mockery.

Suddenly Little George had developed a keen interest in not executing innocent convicts. Never mind as well that some of those who have been executed despite claims of innocence were – other than the crime for which they were being executed – law-abiding citizens. Whereas Henry was by all accounts a serial rapist, kidnapper, torturer and murderer. And never mind that once Henry was spared, Bush promptly lost this passing interest and began once again rubber stamping every execution order that crossed his desk, including that of a great-grandmother in her sixties who was convicted of killing her chronically abusive husband (Betty Lou Beets, in February 2000).

And never mind that Bush has made no effort in the two years since Henry’s commutation to seek a new trial for Henry on one of the murders for which there is conclusive evidence of Lucas’ guilt. Neither has he made any effort to extradite Henry to any of the other states in which Henry is wanted for various murders. It seems to me that the last time I checked, there was no statute of limitations for the crime of murder. Why is Law-and-Order George not seeking a new death sentence for Lucas? And why is it that Henry was granted full clemency, rather than a temporary stay during which his case could have been reviewed? This is exactly what Bush has just done in the case of convicted murderer Ricky Nolen McGinn.

Tellingly, the proliferation of press reports on the McGinn case, apparently meant to soften Bush’s image somewhat, have made virtually no reference to the governor’s earlier actions on behalf of Lucas. Reporting on the McGinn case has avoided the mention of Lucas in one of two ways: by noting that this is the first capital case for which Bush has issued a stay(which is true but deliberately deceptive), or by claiming outright that this is the first death penalty case in which Bush has intervened (which is an outright and absolutely shameless lie).

And what if Lucas was in fact falsely convicted and his innocence was so blatantly obvious that the governor had no choice but to commute Henry’s sentence? What then does this say about the Texas criminal justice system and the ease with which it sends innocent men to their deaths? Are we to believe that Henry’s case was an isolated one and that none of the other men put to death during Bush’s reign had equally credible claims of innocence?

Clearly, there was something more at work then in the Lucas case than simply a question of guilt. There had to be another reason why Bush would take such extraordinary steps to spare the life of a man who had led a life of such brutality. And this was certainly not the first time that the criminal justice system had shown such extraordinary leniency towards Lucas.

The first big break for Henry came around 1970, when he was released early from a sentence he was then serving following his first murder conviction. Sentenced to 20-40 years, Henry was released after serving just ten. This occurred just after Henry appeared before the parole board and explained to them that he wasn’t ready to return to society and would surely kill again if released. As Henry tells it, the questioning went something like this: “Now Mr. Lucas, I must ask you, if we grant you parole, will you kill again?” Henry: “Yes, sir! If you release me now, I will kill again.”

Nevertheless, the board decided that ten years was an adequate amount of time to serve for the crime of killing one’s mother and then violating the corpse. Fair enough. Within a year, of course, Henry found himself back in prison, this time for attempting to abduct a young girl. Despite his prior record – which began long before killing his mother – Lucas served just four years and was again released early, this time in August of 1975. Shortly thereafter, Henry and his new friend Ottis would commit an untold number of lurid murders spanning the next eight years. Henry would finally be arrested in October of 1982 on suspicion of two murders, only to be promptly released. He was not arrested again until June of 1983, and has been imprisoned ever since.

After his final arrest, Henry was taken on tour, so to speak, by various law enforcement officials around the country, during which time he confessed to some 600 murders in 26 states. There were various charges made at the time that Henry was being used by his escorts to clear troublesome unsolved murders in places he had never even been.

This quite likely was the case. Henry seemed to have a very chummy relationship with his captors, particularly the Texas Rangers, and provided a valuable service for them by taking the rap for an amazing array of murders. This alone, however, does not explain the personal attention given to Henry’s case by Governor Bush.

For that, we need to look at some of the more infrequently noted details of Henry’s life history, many of them provided by Lucas himself. Henry, as it turns out, has some interesting stories to tell. In 1985, just a couple years into his incarceration, he attempted to tell his story in a book, written for him by a sympathetic author. The book, titled The Hand of Death: The Henry Lee Lucas Story, tells of Henry’s indoctrination into a nationwide Satanic cult. Lucas claimed that he was trained by the cult in a mobile paramilitary camp in the Florida Everglades in the fine art of killing, up close and personal. Other training involved abduction and arson techniques.

He further claimed that leaders of the camp were so impressed with Henry’s handling of a knife that he was allowed to serve as an instructor. Following his training, Henry claimed to have served the cult in various ways, including as a contract killer and as an abductor of children, who were then taken just over the border to a ranch in Mexico near Juarez. Henry has said that this cult operated out of Texas and from a ranch in northern Mexico, trafficking in children and drugs, among other nefarious pursuits. In essence, Henry claimed that what appeared to be the random work of a serial killer was in fact a planned series of crimes often committed for specific purposes.

Some of the murders were political hits, according to Henry, including the occasional assassination of foreign dignitaries. This was not true for all of Henry’s crimes. Some he did just because that’s what he liked to do. And it was the one thing that he was really good at.

The beauty of this arrangement was that it allowed Henry to conceal the true motive for many of his crimes. Those performed as contract hits looked like all of Henry’s murders – senseless and random acts of violence. In Henry’s version of events, it was Toole who was responsible for Henry’s recruitment and training by the cult and many of the pair’s exploits thereafter. Interestingly, in all the standard biographies of the pair, Toole is said to have been Henry’s severely retarded junior partner.

It is quite clear from reading an interview granted by Toole to a journalist (of sorts) that he was not by any means retarded. Uneducated, no doubt, but definitely not severely retarded. Toole was in fact able to express himself quite clearly, though perversely, and displayed a substantial level of knowledge about the practices of Satanism. In fact, Toole – prior to his death in 1996- was able to give detailed accounts of he and Henry’s activities that largely corroborated Henry’s stories about the cult. But beyond the stories told by these two credibility-challenged witness/participants, is there any reason to believe Henry’s bizarre tale of being a contract killer?

And what of Henry’s other stories, including the one about being a close friend of Jim Jones of the People’s Temple? Henry has claimed on numerous occasions that it was he who personally delivered the cyanide to Jones that was used in the infamous Jonestown massacre.

What are we to make of such stories? Could Henry have been telling the truth about being a contract killer? And if so, did the contracts he was receiving have some kind of government connection? Though Henry never broaches the subject in his book, the training camp as he describes it clearly had military connections. And Henry has explicitly stated that the cult included among its members various prominent persons, including high level politicians. Could this be the reason for the actions taken by Governor Bush in June of 1998?
“They think I’m stupid, but before this is all over everyone will know who’s really stupid. And we’ll see who the real criminals are.”

“A U.S. Navy psychologist, who claims that the Office of Naval Intelligence had taken convicted murderers from military prisons, used behavior modification techniques on them, and then relocated them in American embassies throughout the world … The Navy psychologist was Lt. Commander Thomas Narut of the U.S. Regional Medical Center in Naples, Italy. The information was divulged at an Oslo NATO conference of 120 psychologists from the eleven nation alliance … The Navy provided all the funding necessary, according To Narut.

“Dr. Narut, in a question and answer session with reporters from many nations, revealed how the Navy was secretly programming large numbers of assassins. He said that the men he had worked with for the Navy were being prepared for commando-type operations, as well as covert operations in U.S. embassies worldwide. He described the men who went through his program as ‘hit men and assassins’ who could kill on command.

“Careful screening of the subjects was accomplished by Navy psychologists through the military records … and many were convicted murderers serving military prison sentences.”

Anyone familiar with the intelligence community’s long-standing obsession with the concept of mind control will immediately recognize what Dr. Narut was describing as an MK-ULTRA project. The existence of this particular manifestation of the project was first reported by British journalist Peter Watson of the Sunday Times, who attended the conference and interviewed Dr. Narut. Narut told him that they looked for candidates who had shown a proclivity for violence.

This was at a time when numerous pseudo investigations of the intelligence community were underway, including the Rockefeller, Pike, and Church Committees. Narut told Watson that he was revealing this highly classified information only because he assumed it was about to surface anyway.

Of course, Narut was mistaken about the interest of the various committees in divulging anything even remotely resembling the truth. Narut promptly disappeared from public view, reappearing only briefly to lamely attempt to retract his prior statements. But it was a little too late.

Watson went on to expand upon this initial research to produce a book, War on the Mind, one of the better books from the late 1970’s on the subject of mind control research by the intelligence community. Walter Bowart referenced Watson’s work as well, in his nearly impossible to find Operation Mind Control. So this cat, once let out of the bag, proved rather difficult to stuff back inside. The intelligence community, it seemed, was recruiting from prisons to make use of the natural talents of convicted killers to produce the fabled ‘Manchurian Candidates’ – mind controlled assassins.

This operation involved killers drawn from military prisons, though there is no reason not to suspect that parallel programs were being conducted in civilian prisons as well. Prisons have, after all, provided fertile ground for any number of MK-ULTRA sub projects for decades. As the Napa Valley Sentinel article noted: “Mind control experiments … permeate mental institutions and prisons.” This was particularly true in the 1960’s and 1970’s. The NATO conference at which Dr. Narut dropped his bombshell was held in July of 1975. Strangely enough, the very next month Henry would be released to begin his eight year reign of terror.

Clearly of relevance here is the fact that Lucas, during his prior ten year prison stay, spent four and a half of those years in a mental ward. During this time, he received intensive drug and electroshock treatments. He would later describe this period of incarceration as a “nightmare that would not end.” Also during this time, he complained chronically about hearing voices in his head, taunting him day and night (ostensibly the reason for his confinement in the mental ward, though it could well have been the result of his confinement and treatment). Henry would later spend additional time in an institution in 1980, in the midst of his killing spree.

Was Henry recruited and programmed while in prison to be used latter by the so-called Hand of Death cult? The possibility clearly is there. He certainly had shown a voracious appetite for violence, enough so to make him a very attractive candidate. Indeed, Henry is just the kind of man to be considered a valuable asset by the intelligence community.

For anyone who doubts that the CIA (or any other of the numerous interwoven intelligence agencies) would recruit such a man, it is important to remember that we are talking about the same agencies that recruited some of the most bloodthirsty butchers of the Third Reich – men such as Klaus Barbie, Joseph Mengele, Adolf Eichmann, Otto Skorzeny, and Reinhard Gehlen.

Henry’s depravity pales in the shadows of men such as these. Henry probably couldn’t even hold his own against some of the organized crime figures – such as Lucky Luciano, Meyer Lansky and Santos Trafficante who were likewise recruited by the CIA. Or against the numerous thugs that the spooks have propped up as dictators around the world, men such as Somoza, Pinochet, Duvalier and Pahlavi, to name just a few.

In the company of men such as these, Henry would be just one of the boys. No less valuable an asset than, say, Dan Mitrione, the CIA torture aficionado who was a boyhood friend of Jim Jones. This man, known for having homeless persons kidnapped for the purpose of giving torture demonstrations to South American security forces in his soundproof underground chamber of horrors, was hailed as a hero and martyr when he himself was tortured and killed. Hell, Frank Sinatra and Jerry Lewis flew into his home town and performed a benefit show to raise money for the widow of this great American. So in the world of spooks, Henry would be in good company. As would his partner, Ottis Toole, who wouldn’t even have the distinction of being the only cannibal recruited by the CIA.

As Douglas Valentine writes in The Phoenix Program (Morrow, 1990)- concerning the CIA’s assassination, torture and terror program waged against the people of Vietnam – the Phoenix teams consisted of SEALs working with “CTs,” described by one participant as “a combination of ARVN deserters, VC turncoats, and bad motherfucker criminals the South Vietnamese couldn’t deal with in prison, so they turned them over to us.” The spooks were only too happy to employ the services of these men, who “taught [their] SEAL comrades the secrets of the psy war campaign.” So depraved were these agency recruits that some of them “would actually devour their enemies’ vital organs.” All in a day’s work for America’s premier intelligence agency.

Also included in the CIA rogue’s gallery of distinguished alumni, according to a number of researchers, is Lucas’ self-described “close friend,” the notorious Jim Jones. What then are we to make of Henry’s professed connection to the tragic People’s Temple? It has been documented by numerous investigators that the Jonestown massacre was not by any means a case of mass suicide, as was reported by the U.S. press. It was in fact a case of mass murder. The Guyanese coroner, Dr. C. Leslie Mootoo, concluded that only three of the 913 victims at Jonestown died by means of suicide on that fateful day. All of the rest were executed, some by lethal injection, some by strangulation, and some simply shot through the head.;

It is apparent then that if Lucas was in fact at Jonestown at the time of the mass murder, he was quite likely doing considerably more than just serving as a delivery boy. A man of Henry’s talents would bean invaluable asset in a clean-up operation of this type. And what was being cleaned up was, of course, yet another MK-ULTRA project, complete with vast stockpiles of drugs, sensory deprivation equipment, and a band of zombie-like assassins who gunned down Congressman Leo Ryan’s entourage just prior to the massacre (thus necessitating the clean-up operation.)

Strange that Henry would claim a connection to a man whose operation was notable primarily for being a breeding ground for mind control and mass murder. Of course Henry, being uneducated and illiterate, would not likely have had access to this information.

Even if Henry was literate, he would not have known the story that Maury Terry was to later tell in his book, The Ultimate Evil. Told therein is a tale that chillingly parallels that of Henry and Ottis. What Terry revealed was that the murders attributed to the Son of Sam, the Manson Family, and numerous other interconnected killings (including possibly the Zodiac murders) were not what they appeared to be.

While these killings appeared to be the random work of serial/mass murderers, they actually were contract hits carried out for specific purposes by an interlocking network of Satanic cults (this book has, by the way, recently been reprinted by Barnes & Noble – go figure – and is highly recommended to anyone who questions the plausibility of Henry’s story.) In other words, these were professional hits orchestrated and disguised to look like the work of yet another ‘lone nut’ serial killer. Which is, of course, exactly what Henry claimed his crimes to be, several years before investigative journalist Terry published his convincingly documented work.

Lucas’ story then, as bizarre as it may appear to be, is certainly not without precedent. Other events that have transpired since Henry first began telling his tales of The Hand of Death lend further credence to various aspects of his story. For example, there is the issue of the cult-run ranch just south of the border. While this may have sounded rather far-fetched back in the early 1980’s, it certainly doesn’t today. In 1990, just such a ranch was excavated in Matamoros, Mexico, yielding the remains of over a dozen ritual sacrifice victims. While Ottis Toole – still alive at the time – noted that this was not the specific ranch with which he and Henry were associated, he also mentioned that there were numerous such operations in the area.

So closely did the Matamoros case parallel the stories told years before by Lucas that some law enforcement personnel in Texas chose to take a closer look at Henry’s professed cult connections. In fact, Jim Boutwell, sheriff of Williamson County, Texas later told a reporter that investigators had verified that Lucas was indeed involved in cult activities. And a decade later, yet another excavation was begun, this time at a ranch near Juarez, Mexico, which is precisely where Henry claimed it to be. This story made a brief appearance in the American press in December of 1999, until U.S. officials moved in to take over the investigation, after which coverage promptly ceased.

Of course, it could just have been lucky guesses by Henry about the cult-run ranches and the networks of Satanic cults running murder-for-hire operations. And it could just be a coincidence that Toole, who was convicted in the state of Florida, shared with Henry the fate of having his death sentence commuted. Florida is, of course, a state that is also overly zealous in its application of the death penalty. Not zealous enough to execute the likes of Ottis Toole, however. In any event, it’s interesting that both of these men had their death sentences set aside in states run by a member of the Bush family.

Its interesting also to take note of the case of the man known as the Railroad Killer, Rafael Resendez-Ramirez. On July 13, 1999, Ramirez was reported to have walked across a bridge from (where else?) Juarez, Mexico into El Paso, Texas and turned himself in. At the time he was wanted for a string of alleged serial killings. Mirroring the circumstances surrounding Henry’s final arrest, Ramirez had been taken into custody several weeks prior by the U.S. Border Patrol, only to be promptly released despite his presence on FBI most-wanted lists and the issuing of alerts to the immigration service, and with a nationwide manhunt under way.

Between this detainment and his surrender, four more victims would be felled by Ramirez (who was, strangely enough, born in Matamoros and raised outside of the home by non-family members, according to his mother). Apparently he still had a little work left to complete. Having done so, Ramirez then made the incomprehensible decision to surrender to Texas authorities. Crossing the border into Texas, Ramirez left a country with no death penalty and entered the execution capital of the western world. The Los Angeles Times, in reporting on his surrender, noted that he was “adamant he wanted to surrender to a Texas Ranger,” and that “he had not requested an attorney and was cooperating with detectives.”

In the same article, it is noted that authorities say Ramirez is “strikingly intelligent.” Strikingly intelligent? Not based on his actions taken on July 13th of last year. But then again, perhaps Ramirez knows something about the Texas criminal justice system that the rest of us do not.

Ottis Toole: I’ve been meaning to ask you … that time when I cooked some of these people? Why’d I do that?

Henry Lee Lucas: I think it was just the hands doing it. I know a lot of things we done, in human sight, are impossible to believe.

Ottis Toole: When we took ‘em out and cut ‘em up … rememberone time I said I wanted me some ribs? Did that make me a cannibal?

Henry Lee Lucas: You wasn’t a cannibal. It’s the force of the devil, something forced on us that we can’t change. There’s no reason denying what we become. We know what we are.

“SUNNYVALE, CA – Telling reporters and critics to ’stick to the issues that matter’, Republican presidential candidate George W. Bush declined to answer questions Monday concerning his alleged involvement in a 1984 Brownsville, TX, mass murder, in which 17 people were ritualistically murdered and skinned.

‘I will not stoop to discussing that,’ said Bush during a campaign stop at a Bay Area software-packaging plant. ‘We’ve got people across this country without health care, a broken educational system, taxes that are way too high, and all you want to talk about is something THAT MAY OR MAY NOT HAVE HAPPENED 16 years ago? I’m sorry, but I find that offensive.’ ” (Emphasis added).

Bush, the son of a billioniare, was strangely living in the most impoverished place in America, Brownsville.

Bush was living nearby to and also inside the headquarters of a Satanic Cult of which he was a member.

Bush disappeared for three days during which ALL of the other of his fellow Cult Members were slaughtered.

After he reappeared he could not explain where he had been.

The local prosecutor continued to pursue Bush, sole Cult survivor, on mass murder charges for six months thereafter, heavily pressured by Daddy Bush to stop the investigation.

For asking these questions the reporters were threatened with reprisals later by Bush and thereafter have feared for their life.

Currently, as to 2004, Bush and Kerry have long been members of a Satanic Cult, Skull & Bones (Yale).

Following the attempted assassination of President Ronald W. Reagan, shortly after his inauguration, 1981, George Herbert Walker Bush, as Vice President, on a day to day basis, until the end of Reagan’s second term, 1988, actually ran the White House.

In 1988, Daddy Bush was himself elected President, actually Bush’s third term.

In so doing, the elder Bush was violating the U.S. Constitution, 22nd Amendment, restricting the President to two terms.

During that time, and even before, Daddy Bush and son George W. Bush had financial and satantic cult links with the drug trafficking from Colombia through the Brownsville/Matamoros area.

Brownsville is in the U.S. right smack on the Mexican border above Matamoros, Mexico.

At one time Daddy Bush owned Texas Commerce Bank implicated in the drug traffic through their branch in Venezuela. That unit, starting about 1979, was run by Jeb Bush living in Venezuela with his latino wife. They laundered the drug proceeds from Colombia and from there, through Mexico to the U.S.

This was convenient to Daddy Bush having been with the CIA since 1959, through their adjunct, principally owned by the Bushies, Zapata Petroleum, later called Zapata Offshore, still later their interests joined with Pennzoil which by an induced bankruptcy took over Texaco. The satanic cult mass-murders revolved around in the Brownsville/ Matamoros area.

Among those involved were El Padrino Cult; and located outside Matamoros, Rancho Santa Elena, having human sacrifice chambers; and the satanic ritual sacrifices and mind control conducted by Aldolfo De Jesus Costanzo with others.

The Bush Crime Family with their dope trafficking, Colombia through Matamoros, Mexico/ Brownsville, Texas, were interlocked with these situations.

The ranch was reportedly involved in snuffing out dozens and dozens of primarily latinos useful as “mules” in the drug trade and controlled through sexual satanic rituals and mind-control.

In the 1980s, Daddy Bush, actually running the White House, and former head of the American secret political police, was in perfect position to be part of the drug trafficking. The elder Bush was the head of the South Florida Anti-Drug Project, supposedly clamping down on drug trafficking from Colombia to Mexico.

During the 1980s, U.S. drug enforcement was near totally compromised and corrupted. A huge, heavy opus, mentioned in a moment, tells how the top people in the elite units of U.S. drug enforcement actually worked the other side.

From time to time, they went to parties at palacial estates in Mexico and elsewhere owned and operated by the major druglords. The drug police rubbed elbows there with movie stars and bigshots from Hollywood, users as well as traffickers with dope. [In recent years. George W. Bush, William Rockefeller Clinton, and Mexico President Vicente Fox have visited and stayed at the estates of Mexico's major druglords.]

For naive, poorly informed persons to risk their neck reporting druglords to the drug police is both tragic and laughable. One of those convicted of the satantic cult mass murders in the Brownsville/Matamoros region and elsewhere was a fellow named Henry Lee Lucas.

When George W. Bush was Governor of Texas, he mysteriously granted clemency to this mass-murderer.

Yet, there was no basis in law or fact for the Governor to so favor Lucas, other than the Bush Crime Family was in business with him in respect to the drug trafficking and satanic cult operations of the Brownsville/ Matamoros region.

With terrible-to-look-at pictures, the horrors of the one or more satanic cults so operating in the Brownsville/Matamoros region are detailed in a little-known, hard to locate book, “Hell Ranch” by Clifford Linedecker.

By 1999, some reporters had attempted to question George W. Bush as to some of the foregoing, while Bush was planning to run for President in the U.S. 2000 Election.

As the head of an investigative group and Founder/Chairman, since 1963 of the Citizen’s Committee to Clean Up the Courts, Skolnick began relating, on various radio talk shows, the problems the reporters were having in confronting George W. Bush with his apparent complicity in the satanic cult mass murders in the Brownsville, Texas area.

Quite some time thereafter, several websites did acts in some ways relating to all this. They palmed off as apparent jokes and parodies, purported stories about the Brownsville/ Matamoros horrors.

Whether their purpose was reputed damage control for the Bush Crime Family or to simply somehow make jokes about the satanic mass murders, remains for such website handlers and operators to explain.

These websites apparently gave the impression to poorly-informed, naive people that the whole series of events in the Brownsville/ Matamoros region were purely imaginary, and never occurred and there was no complicity of the Bushies including George W. Bush.

Obviously to detail all the persons and entities involved with the satanic cultists, human sacrifice locations, and drug-traffickers and mind-control dictators, in the Matamoros/ Brownsville region would and could fill a series of encyclopedias on the dope business, satanic cults, corrupted dope enforcers, and related topics.

The 2009 VMAs: The Occult Mega-Ritual

From unexpected drama to shocking performances, MTV’s 2009 Video Music Awards managed once again to raise eyebrows and get people talking. What most people however missed is the occult meanings encoded into the VMAs. The TV event was in fact a large scale occult ceremony, complete with an initiation, a prayer and even a blood sacrifice. We’ll look at the symbolism that went on during the show.

MTV’s Video Music Awards have often incorporated dark and strange acts, even containing some occult symbolism. This year’s version has however outdone itself. The show left most people wondering what was wrong with Kanye West or trying compute the madness of Lady Gaga’s performance. The only way to understand the real meaning behind those performances is to look into esoteric teachings. Fact is, the whole awards show took the most common rituals of occult orders and reenacted them in a show witnessed by the entire world.

This year’s VMA’s were very different from other awards shows. They focused on a very limited number of artists (Beyonce, Taylor Swift, Lady Gaga), while ignoring many others who were equally successful. The “chosen” artists became characters in the VMA’s ceremony and acted out different ritual dramas. This might sound totally crazy to the average MTV viewer but those acquainted with the practices of occult orders (such as Freemasonry) can decode the references to sacred rituals.  There are numerous types of fraternities and rituals, from the most noble to the most infernal, and they have existed throughout History. The VMAs were decisively inspired by dark, sinister and even Satanic ceremonies.  Let’s look at those rituals.

The High Priestess’ Words of Wisdom

Madonna’s sermon

Madonna, the music industry’s High Priestess, the revered “elder” of MTV, opens the show with a very solemn eulogy for Michael Jackson. She admittedly never really knew or “connected” with him but she was still chosen to pay him tribute. Madonna is a well known and publicized adept of the Kaballah, the esoteric school of Judaism which is studied in most occult orders.  Rabbi Ariel Bar Tzadok explained how she uses (or abuses) Kaballah symbolism in her music:

“I discovered that Madonna’s famous dabbling with sacred Jewish mysticism has taken an interesting turn. In her latest music video for the theme song of a new James Bond movie, the “material girl” of old is transforming herself into a “Kabbalah girl.” Aside from the traditional Madonna blend of music and sensuality, in this video we see Madonna has a Holy Name of G-d tattooed onto her right shoulder. Tattooing, mind you, is a practice forbidden under Torah Law, all the more so abhorred by the Kabbalah. Granted the tattoo may not be real or only temporary but nonetheless, any expression of performing a forbidden act is itself forbidden and inexcusable. Unfortunately, Madonna’s abuse of Kabbalah and traditional Torah Judaism does not stop here. Later in the video we see Madonna winding leather straps around her left arm in the exact same format and style as holy tefillin are worn by religious Jewish men. Tefillin consist of a small leather box containing scared parchments. These are then strapped to one’s left biceps, and the strap is wound down the left arm and around the hand. Granted Madonna did not go so far as to defame the tefillin boxes themselves. Yet, it is quite clear that the wrapping of the straps around her arm is done in orthodox Torah style. Madonna’s tribute focused on the fact that MJ was “otherworldly” and “a king” but that she insisted on the fact that he was also a human being. Wisdom that can only be imparted by the High Priestess, while members of the audience bowed their heads and meditated on those words. Her words had a deep Kabbalisitic resonance.  The speech was followed by a video tribute to Jackson, which oddly started with Thriller, displaying on a huge screen the face of MJ as a decaying zombie who is risen from the dead. We then hear Price’s verse in the song saying:

“Darkness falls across the land
The midnite hour is close at hand
Creatures crawl in search of blood
To terrorize yawls neighbourhood
And whosoever shall be found
Without the soul for getting down
Must stand and face the hounds of hell
And rot inside a corpses shell
The foulest stench is in the air
The funk of forty thousand years
And grizzy ghouls from every tomb
Are closing in to seal your doom
And though you fight to stay alive
Your body starts to shiver
For no mere mortal can resist
The evil of the thriller”

It is only fitting that MJ’s greatest was included in his tribute. But this was a rather gruesome way to start a posthumous tribute. Someone, somewhere made some odd choices, but this somehow fitted the “vibe” of the rest of the show.

Taylor Swift’s Initiation

“I’mma let you finish!”

Taylor Swift wins the “Best Female Video” award and goes up on stage to give her thank yous. Kanye West pops out of nowhere, taking the mic from her hand, and informed her that Beyonce had “one of the best videos of all time“. This scene has caused much controversy and has earned Kanye the title of “Douchebag of the year” plus a the honor of being called a “jackass” by the President of the United States. I might shock some people by saying this… but this “unexpected” event was… STAGED! There I said it. Did you ever watch a crappy reality show and had the gut feeling that the whole thing was scripted? Well, I’ve got an overload of that feeling while watching that. None of the people implicated (not even Beyonce making her “I can’t believe this is happening” face) are good actors. Furthermore, I’ve been following Kanye’s career since his beginnings and I’ve retained one important fact about him:  the only thing Kanye West cares about, is Kanye West. So if he had to throw a hissy fit about something, it would had been about him not winning. Not Beyonce. Him. This scene is in fact Taylor Swift’s initiation into what I call “The Circle of Chosen Artists”. The pupil is humiliated in front of her peers and told that she is not worthy to be on the same stage as Beyonce, the queen of the ceremony.  Almost all groups, fraternities and gangs carry out an initiation process to test the recruit’s character, strength and worth. Swift’s ordeal was to have Kanye ruin her first award ever and to be told that she didn’t deserve this recognition. The rapper is known for bitching during award shows so he was the perfect candidate to make it all seem “unexpected”.

The Prayer

“Who wants to pray to the devil with me?”

Jack Black comes out dressed as a heavy metal guy on steroids to promote a video game. At one point he asks the audience to put their devil horns in the air and the proceeds to pray to the “darklord Satan”. The whole thing is light-hearted and comical but I don’t see any other way a prayer to Satan can be inserted into a primetime show without getting a truckload of complaints by “concerned parents”. The scene starts off semi-funny but Jack Black finishes off on a more serious note by saying: “I ask you to grant tonight’s nominees with continued success in the music industry“. This last phrase actually reveals a dark truth about the entertainment business. So the net result of this scene is this: everybody threw up their “devil horns” hand sign, then took each other’s hands and prayed to Satan. This piece of  pre-rehearsed comedy might have been an insignificant skit in another show. But in the context of this one, with its many recreations of occult rituals, the skit takes a whole other, sinister meaning.

The Blood Sacrifice

Lady Gaga’s performance was hailed as “brilliant” by many music fans. If you however ask them what it symbolizes,  their face turns into a question mark. Here’s what Gaga said about her performance during an interview at gagadaily.com

Do you think it will be one of those defining moments people will remember at the VMAs?
I know it will. I sort of have this philosophy about things: there’s never a reason to do something unless it’s going to be memorable, unless it’s going to change things, unless it’s going to inspire a movement. With the song and with the performance, I hope to say something very grave about fame and the price of it.

Something grave? What?
You’ll have to see.

What are you going to wear?
I would say that the fashion for the performance is a representation of the most stoic and memorable martyrs of fame in history. It’s intended to be an iconic image that represents people. I think after watching the performance and maybe studying it after you watch it on YouTube, you’ll see the references and the symbols come through.

The setting for the performance is very symbolic. Gaga performs in a temple or maybe an  aristocratic mansion, complete with columns, chandlers and paintings. Occult rituals, mind control experiments and even human sacrifices have been constantly rumored to take place in those kinds of settings. One feature I cannot ignore is the presence of two massive pillars underneath an arch.

Those are unmistakable Masonic symbols as depicted on this lithograph:

This obvious reference to Freemasonry hints to the occult and ritualistic aspect of Gaga’s performance. Masons are known to carry in their lodges ritual dramas, which are live reenactments of allegorical stories. Gaga’s performance symbolizes her rise to fame and the sacrifice she had to make in order to succeed.

When the bloody Gaga is lifted in the air, an eerie light comes out of of between the pillars and the dancers lift their arms in the air in praise. Many ancient religions carried out ritual sacrifices to please the gods. Blood sacrifices have also been viewed by black magicians as the ultimate way to collect spiritual energy. The final scene of the performance conveys the presence of this mysterious “force” after a sacrifice.

Rising star

Right after her performance, Gaga appears dressed in an all red dress, with her face completely covered. She is basically a walking, talking blood sacrifice. It represents the aftermath of fame, the hellish life that follows the sacrifice, the selling of the soul for success in the music industry.

Pink’s Masonic Initiation

There is no way a Mason can watch this performance without recalling his initiation into the First Degree. Here’s a description by Mark Stavish:

“The candidate for initiation is stripped of all material possessions and dressed in a strange and peculiar garb (…). This includes a blindfold and a length of rope called a cable tow.”

He continues

“The blindfold used represents secrecy, darkness and ignorance as well as trust. The candidate is led into the lodge room for initiation but is not able to see what is happening. He is bound about the waist and arm with the cable tow.”

The initiate is blindfolded, attached to a cord with the left breast and left leg exposed

Pink is blindfolded and bound with ropes. Her costume exposes her left breast, exactly like Masonic initiates. Instead of having her left leg exposed, Pink’s costume bears a diamond pattern which is very reminiscent of floors in Masonic lodges.

Eastern Star Lodge

Pink’s performance was a dizzying display of acrobatics which undoubtedly left her (and the viewers) totally disoriented. This is also a feature of Freemasonry’s First Degree initiation:

“His eyes are then bandaged against and a cord in the form of a noose is passed round his neck. At this point the novice is entering the marginal stage, associated with ordeals; he cannot see, his sense of direction has been confused and he has been dressed like a victim for execution.”

Pink’s performance was yet another blatant reference to ritual dramas in occult orders.

Taylor Swift’s Acceptance into the Order

“Can we try this again now?”

After Swift’s public humiliation, Beyonce, the queen of the ceremony, calls her up on stage to let her “have her moment”. She appears from backstage (as if awaiting her cue) in a red dress which is  strikingly similar to Beyonce’s. A reader of this site has noticed that, at the moment the two singers hug, a strange phrase appears on the screen behind them saying “RDFO IL 40 PRO DEL ATO”. I have no idea what that means, but it was there. If you solve this enigma, be sure to post it in the comments. **Editor’s note** Pretty sure it means “Ilford Delta Pro film”.

Is this a computer glitch or a coded message?

Taylor Swift being called on stage represents the fact that she is now accepted as an equal to Beyonce and part of the “chosen ones”. The matching dresses also convey this sense of belonging to a new group. She  “passed the test” – the ordeal of being humiliated – and she can now reap the rewards of being an “insider”.

To Conclude

Award ceremonies like the VMAs define and crystallize the pop culture of an era. It consecrates the chosen artists while leaving the others dwelling in the shadows of anonymity. As seen above, the whole show was heavily permeated with occult symbolism, primarily focusing on the “initiation” aspect of it. Why is MTV exposing young people (who know nothing about occultism) to such rituals? Is there a subliminal effect on the viewers? Are we educating the new generation to accept these symbols as part of popular culture? There is definitively a second layer of interpretation in many of MTV’s products. To decode those symbols is to understand the inner-workings of the entertainment industry.

President Nixon has recently reasserted his belief that overpopulation gravely threatens world peace and stability. He ranks assistance in population growth as the most important effort the United States can undertake to promote peace and stability. During his presidency he authorized the study that came to be known as NSSM 200 — National Security Study Memorandum 200. In order to effectively examine the content and fate of NSSM 200, we need to backtrack a bit to the Rockefeller Commission which was discussed in the Summer 1992 issue of this journal.

From his first days in office, President Nixon understood the grave dangers of high rates of population growth — more than any other president. He responded appropriately when he perceived that his people and their way of life were gravely threatened. Seven months into his first term, in a rare move for a president, he delivered his Special Message to the Congress.1

The message set forth a far-reaching commitment to limiting population growth. It set in motion a broad range of government activities, both domestic and international. It called for the creation of the Commission on Population Growth and the American Future to collect and analyze data that would make possible the formulation of a comprehensive United States population policy.

In March, 1970, the U.S. Congress created The Commission on Population Growth and the American Future, which completed its work in March 1972. Its final report offered more than 70 recommendations. Collectively, they constituted a detailed blueprint for a superb national population policy.

WHY WAS THE COMMISSION’S FINAL REPORT IGNORED?

1972 was a presidential election year and President Nixon was facing a difficult reelection bid, so when a delegation of the Commission presented the Final Report to him on May 5, 1972, six months before election day, he sharply condemned the most important recommendations.2 Why was he attempting to distance himself from the report? In the words of a Commission member, Congressman James Scheuer (D.-NY): “The reasons were obvious — the fear of attacks from the far right and from the Roman Catholic Church because of our positions on family planning and abortion. With the benefit of hindsight, it is now clear that this obstruction was the first of many similar actions to come from high places.”3

During the following two-year period, it became increasingly clear that there would be no response to the Commission’s recommendations. In May 1974, a group of pioneer population activists acknowledged this inaction and asked Ambassador Adolph Schmidt to speak with his friend, Commission Chairman, John D. Rockefeller III. They met in June, 1974 in New York City. Schmidt noted his own disappointment and that of his colleagues because no program had been mounted as a result of the recommendations. What had gone wrong? Rockefeller responded: “The greatest difficulty has been the very active opposition by the Roman Catholic Church through its various agencies in the United States.”4

“…a definitive interagency study of the threat of overpopulation to U.S. security … NSSM 200 details how and why world population growth threatens U.S. and global security.”

None of the Commission’s 70 recommendations were ever implemented. It is tragic that the American people have been kept in the dark about this bold opposition by the Vatican and other pronatalist groups. Lay Catholic Americans desire the same number of children as non-Catholic Americans,5 use contraceptives6 and obtain abortions7 in the same proportions, support school-based population information and sex education8 for their children, and advocate a halt to illegal immigration9 into the U.S. in the same proportions. No doubt, both Catholic and non-Catholic Americans would have strongly counter-balanced this bold obstruction of American policy had they been aware of it. The quality of life for all of us has been significantly diminished by this change in policy, in substantial measure at the behest of pronatalist pressures from the Vatican.

PRESIDENT NIXON MAKES A BOLD MOVE

Despite the intense opposition of the Catholic hierarchy he encountered in the wake of the Rockefeller Commission, President Nixon’s assessment of the gravity of the overpopulation problem and his desire to deal with it remained unchanged. On April 24, 1974, in an effort to contend with this crisis, in National Security Study Memorandum 200 (NSSM 200), Nixon directed that a study be undertaken to determine the “Implications of World Population Growth for U.S. Security and Overseas Interests.”10 Its findings would be momentous indeed.

I can only speculate, but the President must surely have been aware that this new document would meet with the same intense opposition from the Vatican and others as the earlier one. However, perhaps he felt that a definitive study of the national and global security implications of overpopulation, revealing that the very security of the United States was seriously threatened, would generate public demand for action to curb growth. That might serve to overcome the pressures being exerted by the opponents. Why else would he have undertaken this study, given his painful experience after the Rockefeller Commission?

NSSM 200

To implement NSSM 200, National Security Advisor Henry Kissinger, acting for the President, directed the Secretaries of Defense and Agriculture, the Director of the Central Intelligence Agency, the Deputy Secretary of State and the Administrator of the Agency for International Development (AID), to jointly undertake “a study of the impact of world population growth on U.S. security and overseas interests.” This work was completed on December 10, 1974 and circulated to the designated Secretaries and Agency heads for their review and comments.

Meanwhile, on August 9, 1974, Gerald Ford had succeeded to the presidency. Revisions to the study continued until July, 1975. On November 26, 1975, the 227-page report and its recommendations were endorsed by President Ford in National Security Decision Memorandum 314: “The President has reviewed the interagency response to NSSM 200…,” wrote the new National Security Advisor, Brent Scowcroft. “He believes that United States leadership is essential to combat population growth, to implement the World Population Plan of Action and to advance United States security and overseas interests. The President endorses the policy recommendations contained in the Executive Summary of the NSSM 200 response…”

President Ford, recognizing the gravity of the situation, assigned responsibility for further action to the National Security Council (NSC): “The President, therefore, assigns to the Chairman, NSC Undersecretaries Committee, the responsibility to define and develop policy in the population field and to coordinate its implementation beyond the NSSM 200 response.”

NSSM 200 was intended to be and is a definitive interagency study of the threat of overpopulation to U.S. security. NSSM 200 details how and why world population growth gravely threatens U.S. and global security. It also provides a blueprint for the U.S. response to this burgeoning problem, reflecting the deep concern of those who produced the report. Because of the bold nature of the suggested initiatives, the authors recommended that the report remain classified for 5 years in order to provide time to educate the American public as to the necessity of these initiatives. The NSSM 200 report actually remained classified for 14 years.

Both the findings and the recommendations are as relevant in 1992 as they were in 1975, but too numerous to list here in their entirety. To mention a selected few:

NSSM 200 reports:

There is a major risk of severe damage [caused by continued rapid population growth] to world economic, political, and ecological systems and, as these systems begin to fail, to our humanitarian values [Executive Summary, page 10].

The sense of near emergency is electric:

…world population growth is widely recognized within the government as a current danger of the highest magnitude calling for urgent measures [Page 194]. …it is of the utmost urgency that governments now recognize the facts and implications of population growth, determine the ultimate population sizes that make sense for their countries and start vigorous programs at once to achieve their desired goals [Page 15].

The threat to security briefly summarized,

…population factors are indeed critical in, and often determinants of, violent conflict in developing areas. Segmental (religious, social, racial) differences, migration, rapid population growth, differential levels of knowledge and skills, rural/urban differences, population pressure and the spatial location of population in relation to resources – in this rough order of importance — all appear to be important contributions to conflict and violence… Clearly, conflicts which are regarded in primarily political terms often have demographic roots. Recognition of these relationships appears crucial to any under standing or prevention of such hostilities [Page 66].

The report gives three examples of population wars: the El Salvador-Honduras “Soccer War,” the Nigerian Civil War, and the Pakistan-India-Bangladesh War, 1970-7 1. (With hindsight, we can see that the two-decade-long civil war in Lebanon is another classic example, and that the civil wars in The Sudan, Somalia and other countries on the African continent are realizations of the projections made in NSSM 200. South Africa is on the brink. War between Israel and Arab countries fueled by population growth is all but inevitable.)

Where population size is greater than available resources, or is expanding more rapidly than the available resources, there is a tendency toward internal disorders and violence and, sometimes, disruptive international policies or violence [Page 69].

(This was a vital element, surely, in the 1991 U.S.-Iraq War, much more costly than decades of

successful worldwide population growth control.)

In developing countries, the burden of population factors, added to others, will weaken unstable governments, often only marginally effective in good times, and open the way to extremist regimes [Page 84].

(The Sudan is a vivid recent example.)

The depth of concern for this ominous and progressive threat to national security is reflected in the objectives and goals outlined in the report:

The World Population Plan of Action and the resolutions adopted by consensus of the 137 nations at the August 1974 U.N. World Population Conference, though not ideal, provide an excellent framework for developing a worldwide system of population/family planning programs [Executive Summary, page 19].

At the UN World Population Conference, only the Vatican opposed the Plan:

. . .the Conference adopted by acclamation (only the Holy See stating a general reservation) a complete World Population Plan of Action [Page 87].

SUGGESTED GOALS AND MEANS

Our objective should be to assure that developing countries make family planning information, education and means available to all their peoples by 1980 [Page 130]. …intense efforts are required to assure full availability by 1980 of birth control information and means to all fertile individuals, especially in rural areas [Executive Summary, page 9].

While specific goals in this area are difficult to state, our aim should be for the world to achieve a replacement level of fertility, (a two-child family on the average), by about the year 2000. . ..Attainment of this goal will require greatly intensified population programs … U.S. leadership is essential [Executive Summary, page 14].

It is now all too clear how crucial this leadership was. The U.S. withdrew from this role shortly after the election of President Carter, just one year after the initiation of public policy based on the report. Initiatives for curtailment of population growth have been deteriorating ever since.

After suitable preparation in the U.S., announce a U.S. goal to maintain our present national average fertility no higher than replacement level and attain stability by 2000 [Executive Summary, page 19]. Only nominal attention is [currently] given to population education or sex education in schools… [Page 158] … Recommendation: That U.S. agencies stress the importance of education of the next generation of parents, starting in elementary schools, toward a two-child family ideal. That AID (the Agency for International Development) stimulate specific efforts to develop means of educating children of elementary school age to the ideal of the two-child family…[Page 159].

Despite the Helms Amendment, which clearly ruled out abortion assistance in U.S. foreign aid programs, there was a clear consensus that continued widespread use of abortion would be required to meet/attain the objective.

While the agencies participating in this study have no specific recommendations to propose on abortion, the following issues are believed important and should be considered in the context of a global population strategy. . ..Certain facts about abortion need to be appreciated:

– No country has reduced its population growth without resorting to abortion [Page

182].

– Indeed, abortion, legal and illegal, now has become the most widespread fertility control method in use in the world today [Page 183].

– It would be unwise to restrict abortion research for the following reasons: 1) The persistent and ubiquitous nature of abortion. 2) Widespread lack of safe abortion techniques… [Page 185].

An important goal in NSSM 200 dealt with leadership:

These programs will have only modest success until there is much stronger and wider acceptance of their real importance by leadership groups. Such acceptance and support will be essential to assure that the population information, education and service programs have vital moral backing, administrative capacity, technical skills and government financing [Page 195].

The report recommended spending whatever could reasonably be absorbed to achieve these goals:

We recommend increases in the AID budget requests to the Congress on the order of $35-$50 million annually through FY 1980 (above the $137.5 million requested for FY 1975)… However, the level of funds needed in the future could change significantly, depending on such factors as major breakthroughs in fertility control technologies and LDC receptivity to population assistance [Executive Summary, page 24].

A ONE-CHILD FAMILY POLICY FOR THE U.S.

We know that even after a country reduces fertility to the replacement level, that, thanks to the phenomenon of momentum, the population continues to grow for another 70 years before stability is achieved. A goal of NSSM 200 was to attain this stability here by the year 2000. One of the chief coordinators of the NSSM 200 study recently acknowledged that the government recognized the one-child family norm would be necessary to achieve this goal and was under obligation to encourage Americans to limit family size.

NO ACCOMMODATION TO THE VATICAN

The study frankly dismissed the arguments that have been raised by the Vatican to counter efforts to reduce population growth. The position of the Roman Catholic Church on population growth centers on the need for economic development in Third World countries as a way to bring growth rates down. NSSM 200 takes an entirely different tack:

We cannot wait for overall modernization and development to produce lower fertility rates naturally since this will undoubtedly take many decades in most developing countries… [Executive Summary, page 7]. Clearly development per se is a powerful determinant of fertility. However, since it is unlikely that most LDCs will develop sufficiently during the next 25-30 years, it is crucial to identify those sectors that most directly and powerfully affect fertility [Page 137].

There is also even less cause for optimism on the rapidity of socio-economic progress that would generate rapid fertility reduction in the poor LDCs, than on the feasibility of extending family planning services to those in their populations who may wish to take advantage of them [Page 99].

This directly opposes the Vatican position.

But we can be certain of the desirable direction of change and can state as a plausible objective the target of achieving replacement fertility rates by the year 2000

[Page 99].

These statements manifestly rule out any accommodation to the Vatican on the issue of population growth control.

IMPLEMENTATION OF NSSM 200 IS BROUGHT TO A HALT

During 1976, Catholic activists worked diligently to undermine population growth control efforts. Dr. R.T. Ravenholt, who directed the global population program of the U.S. Agency for International Development in the Department of State from 1966 to 1979, tells the story. On March 4, 1991, he addressed the Washington State Chapter of Zero Population Growth (ZPG) on “Pronatalist Zealotry and Population Pressure Conflicts: How Catholics Seized Control of U.S. Family Planning Programs,” and described some of these activities:

Following a meeting of Presidential candidate Jimmy Carter and his campaign staff with fifteen Catholic leaders at the Mayflower Hotel in Washington, D.C., on August 31, 1976, on which occasion they pressed Carter to deemphasize federal support for family planning in exchange for a modicum of Catholic support for his presidential race… Joseph Califano became Secretary of HEW… When Father Hesburgh [President of Notre Dame University] declined the role of AID Administrator, the appointment was given to John J. Gilligan, a Notre Dame graduate and a former governor of Ohio… John H. Sullivan moved from Congressman Clement Zablocki’ s office into AID… Congressman Zablocki and Jack Sullivan had persistently worked to curb AID’s high powered family planning program. In 1973, Jack Sullivan and allied zealots helped Senator Jesse Helms develop the Helms Amendment to the Foreign Assistance Act.”

AN IMPORTANT DISCLOSURE: TIME MAGAZINE TELLS IT LIKE IT IS

The headline on the cover of the February 24, 1992 issue of TIME magazine was: “Holy Alliance: How Reagan and the Pope Conspired to Assist Poland’s Solidarity Movement and Hasten the Demise of Communism,” referring to an article written by prize-winning journalist Carl Bernstein.

He reports:

The Catholic Team: The key Administration players were all devout Roman Catholics – CIA chief William Casey, [Richard] Allen [Reagan’s first National Security Advisor], [ William] Clark [Reagan’s second National Security Advisor], [Alexander] Haig [Secretary of State], [Vernon] Walters [Ambassador at Large] and William Wilson, Reagan’s first ambassador to the Vatican. They regarded the U.S.-Vatican relationship as a holy alliance: the moral force of the Pope and the teachings of their church combined with their notion of American democracy.

In a section of his TIME article headed, “The U.S. and the Vatican on Birth Control,” Bernstein writes three very revealing paragraphs:

In response to concerns of the Vatican, the Reagan Administration agreed to alter its foreign aid program to comply with the church’s teachings on birth control. According to William Wilson, the President’s first ambassador to the Vatican, the State Department reluctantly agreed to an out-right ban on the use of any U.S. aid funds by either countries or international health organizations for the promotion of…abortions. As a result of this position, announced at the World Conference on Population in Mexico City in 1984, the U.S. withdrew funding from, among others, two of the world’s largest family planning organizations: the International Planned Parenthood Federation and the United Nations Fund for Population Activities.

‘American policy was changed as a result of the Vatican’s not agreeing with our policy,’ Wilson explains. ‘American aid programs around the world did not meet the criteria the Vatican had for family planning. AID [the Agency for International Development] sent various people from [the Department of State to Rome, and I’d accompany them to meet the president of the Pontifical Council for the Family, and in long discussions they finally got the message. But it was a struggle. They finally selected different programs and abandoned others as a result of this intervention.’

‘I might have touched on that in some of my discussions with [CIA director William] Casey,’ acknowledges Pio Cardinal Laghi, the former apostolic delegate to Washington. ‘Certainly Casey already knew about our positions about that.’

Bernstein makes clear what the cadre of devout Catholics in the Reagan Administration did to protect the papacy and Catholic teaching from the potential fall-out from NSSM 200. He quotes the U.S. ambassador to the Vatican, William Wilson, who reveals that during the Reagan Administration, papal policy on birth control and abortion replaced the policy set forth by NSSM 200; and so the 21st century will be irredeemably less livable because of “this intervention.”

A CODE OF SILENCE CLOAKS THE FINDINGS AND RECOMMENDATIONS OF NSSM 200

Immediately after President Ford adopted the recommendations of NSSM 200 on November 26, 1975, a peculiar silence fell over the whole matter. The report was never printed. There are only a handful of photocopies. Those who wrote the report recommended that it be classified for 5 years. Werner Fornos, President of the Population Institute, with the aid of several members of Congress, succeeded in getting the NSSM 200 report declassified for a brief period in 1976. Despite his best efforts, and the explosiveness of this report detailing major changes in the lives of every American, he was unable to achieve any press coverage whatsoever. Instead, he found the report reclassified as a result of the objections of “members of the national security establishment” to the early declassification.

In the end, as noted, the document remained classified for 14 years, rather than the recommended 5 years. Declassification in 1989 apparently resulted from application of the Freedom of Information Act.

THE SILENCE EXTENDS BEYOND NSSM 200

The Vatican must be confronted on this issue. Says Representative Scheuer: “The Roman Catholic Church and its allies cannot be allowed to dictate the rules of the game when it comes to preservation of life on this planet at some level of decency.”12

Clearly, Carl Bernstein’s article in TIME has been the most important development in revealing the influences of the Vatican on American policy. Rep. Scheuer’s article, published in this journal, and Ravenholt’s speech to ZPG were both major advances.

Congressman Scheuer has put it succinctly: “The issue of population growth is too crucial to the future welfare of our nation and of the world to be left to the Roman Catholic hierarchy and it allies in the fundamentalist movement.”3 The pressures must be countered so that the rational and measured policies proposed by the Rockefeller Commission and NSSM 200 can be implemented as rapidly as possible.

BIRTH CONTROL PERCEIVED AS A THREAT TO PAPAL AUTHORITY

Why is the Roman Catholic Church obliged to halt legalized abortion and contraception despite the strong wishes of Americans?

In Papal Power: A Study of Vatican Control Over Lay Catholic Elites (The University of California Press, 1980), Jean-Guy Vaillancourt, Associate Professor of Sociology at the University of Montreal, closely examines the sources of papal power. It is derived in significant part from papal AUTHORITY. If the Pope’s AUTHORITY is diminished, papal power is diminished. However, some AUTHORITY is derived from papal power and if papal power is diminished, then AUTHORITY is undermined. The relationship is circular. Less AUTHORITY means less power which means even less AUTHORITY. With diminishing power, survival of the institution of the Roman Catholic Church in its present hierarchical form is gravely threatened. Thus, the very survival of the Vatican is threatened by programs to control population growth.

In April, 1992, in an exceedingly rare public admission of this threat, Cardinal John O’Connor of New York, delivering a major address to the Franciscan University of Steubenville, acknowledged, “The fact is that attacks on the Catholic Church’s stance on abortion — unless they are rebutted — effectively erode Church AUTHORITY on all matters, indeed on the AUTHORITY of God himself.”

This threat was recognized decades ago by the Papal Commission on Population and Birth Control which met from 1964 until 1966. According to Commission member Thomas Burch, the Pope himself assigned the Commission the task of finding a way of modifying the Church’s position on birth control without destroying papal AUTHORITY, which is absolutely essential for the continued survival of the Vatican and the Catholic Church as we know it today. The Commission failed to find a way and the result was the encyclical Humanae Vitae which banned the use of contraception.

The Vatican clearly believes that if solutions to the population problem are applied, the teaching of the church will be undermined and the dominance of the papacy will be vitiated. Thus, it is convinced that it cannot compromise on the issue of birth control, regardless of our national policy. NSSM 200 forthrightly opposes Rome on population strategy, family planning and abortion in the interest of national security.
